Form of Government
The City of Henderson’s Charter provides for the Council-Manager Form of Government pursuant to North Carolina General Statutes. The Council-Manager form of government was created in the early part of the 20th Century as part of the Reform Movement. The cities of Morganton, NC and Staunton, VA are credited with being the birthplace of the Council-Manager form of government. The City of Henderson adopted this form of government on 7 June 1965. Composition of City Council
The Henderson City Council consists of a Mayor and eight (8) City Council Members elected on a non-partisan basis. Due to recent legislative changes, the terms of office transitioned to four-year staggered terms beginning with the 2011 municipal elections. The Mayor is elected at large and City Council Members are elected on a Ward basis as follows: Four members are elected from each of the four Wards by ward voters and four members are elected from Wards, but elected at-large. The Mayor votes only in the case of a tie vote of City Council Members.
Council Responsibilities
The Mayor and City Council is the legislative and policy-making body for Henderson and is the final authority on most matters related to the City. The Council is responsible for appointing the City Manager, City Attorney, City Clerk and members of various boards and commissions; enacting ordinances and resolutions, adopting the annual budget, etc.
Council Meetings’ Schedule
Henderson City Council Meetings are held in the City Council Chambers of the Municipal Building, located at 134 Rose Avenue, Henderson, NC 27536. Beginning in January 2016, Council will meet on the second Monday of each month at 6:00 p.m.
Council Committees
City Council committees meet on an as-needed basis and are empowered to make recommendations for the full City Council to consider at work sessions and/or regular meetings.
